Kathmandu, Nepal — The Ministry of Home Affairs has directed security agencies to recall all security personnel deployed in violation of official working procedures to their designated base units within seven days.
The directive targets security personnel assigned to incumbent or former civil servants and VIPs who are being utilized for personal errands and domestic chores rather than authorized security duties.
According to an official public notice issued from Singha Durbar under the signature of Ministry Spokesperson and Joint Secretary Ananda Kafle, the decision was formally issued on Asoj 22, 2083 BS. The move follows persistent complaints that state security personnel—assigned as Personal Security Officers (PSOs) under the VVIP and VIP Security Management Working Procedure, 2081—were being diverted to perform non-security domestic work contrary to statutory standards.

Warning of Disciplinary Action and Public Whistleblower Hotline

The Ministry warned that any authorizing officer or official found continuing to deploy security personnel in breach of established protocols will face legal and administrative action.
To enforce the measure:

Seven-Day Recall Deadline: All security agencies must ensure that unauthorized or non-compliant personnel report back to their official post quotas (darbandi) within seven days of the order.

Dedicated Whistleblower Line: Deployed security staff and the general public have been urged to report instances of personnel being misused for domestic or unauthorized personal labor by contacting the Ministry of Home Affairs Call Centre at mobile number 9851360603.

Whistleblower Protection: The Ministry assured that the confidentiality and identity of informants lodging complaints will be strictly protected.

The move reflects the government's efforts to curb the long-standing practice among former high-ranking dignitaries and administrative officials of retaining state-funded police and armed personnel for personal conveniences.

Pattaya — Police have arrested a female suspect accused of defrauding pawn shops out of more than 5.5 million baht by pledging counterfeit gold bracelets, executing an arrest warrant issued by the Pattaya Provincial Court.
The arrest follows a sustained investigation into an orchestrated scam targeting gold traders and pawn operators across Chonburi and surrounding provinces. According to investigators, the suspect systematically presented high-grade imitation gold jewelry designed to pass visual inspections and basic authenticity checks, securing massive cash loans before the fraud was detected.

Sophisticated Counterfeits: The suspect allegedly pawned multiple gold bracelets that were heavily weighted and coated to mimic pure gold. The counterfeit items eluded initial screening, allowing her to pocket approximately 5.5 million baht across repeated transactions.

Discovery by Shop Operators: The deception was uncovered only after pawnshop staff conducted rigorous secondary melt-and-density testing, revealing that the inner cores of the bracelets consisted of base metals rather than genuine gold.

Court Warrant and Capture: Following formal complaints lodged by victimized business owners, investigators compiled evidence leading the Pattaya Provincial Court to issue an arrest warrant. Tracking teams subsequently located and apprehended the woman.

The suspect was taken into custody and transferred to investigating officers to face formal charges, including fraud and deception. Authorities are expanding their investigation to determine whether she acted alone or as part of a wider counterfeit syndication supplying fake precious metals to pawn businesses nationwide.

Bangkok, Thailand — Public health inspectors and police have uncovered another unlicensed care facility operating under abusive and unlawful conditions, intensifying nationwide scrutiny on private nursing homes across Thailand.
The latest operation follows a joint raid by officers from the Department of Health Service Support (HSS) and provincial police on an elderly care facility in Talad Khwan Subdistrict, Nonthaburi Province. Authorities intervened after a former resident alleged on a television program that patients were subjected to physical confinement, tied to beds, and forced to urinate into bottles.

Overcapacity, Missing Licenses, and Unlawful Confinement

Inspectors entering the three-story residential building discovered 81 elderly and psychiatric patients packed into communal rooms with up to 15 beds spaced tightly together.
According to official records:

Severe Overcapacity: The property was licensed to care for only 9 elderly residents, yet was holding 81 individuals—nearly nine times its authorized threshold.

Lack of Medical Authorization: The facility held no clinical license to admit or treat psychiatric patients, and lacked registered psychiatrists, licensed doctors, or specialized nursing staff on site.

Locked Doors and Confinement: External exits and bedroom doors were locked from the outside to prevent residents from leaving.

While immediate physical chains were not found on the floor during the initial walkthrough, the center’s operators conceded to using restraints, arguing that physical restrictions were deployed only to prevent residents from wandering or engaging in self-harm.

Wider Crackdown Follows Kanchanaburi Cage-Bed Scandal

The Nonthaburi raid comes immediately on the heels of another major investigation in Kanchanaburi Province, where officials probed an elder care facility over allegations of "cage beds," forced medication, and unlawful confinement. In that case, a 50-bed center was found housing approximately 100 people—mostly psychiatric patients—with barred enclosures placed over beds.
Authorities from the Ministry of Public Health and provincial police forces have confirmed that criminal proceedings are underway against the operators. Charges being examined include operating healthcare and welfare facilities without requisite permits, unlawful detention, and ill-treatment of vulnerable dependents. Officials are currently working with families and guardians to safely transfer residents to certified provincial hospitals and welfare facilities.
