Bangkok – Sahitya Man Thailand successfully concluded the 27th virtual episode of its regular literary initiative, ‘Aadarsha Divya Darpan’. Organized to mark World Mental Health Day, the virtual literary event was themed “Manbhitrako Mausam” (The Weather Within the Mind).
Serving as the chief guest, veteran poet, critic, and researcher Pramod Pradhan, who has contributed to Nepali language and literature for decades, shared his perspectives on modern technology and creative expression. He noted that while technological advancements have made everyday life easier, they have simultaneously posed significant challenges to genuine human creativity. He emphasized that the easy access to reading and writing resources through AI tools like ChatGPT risks diminishing natural hard work, imagination, and perseverance. Pradhan underscored the urgent need for parents, educational institutions, and governments to establish clear policies and regulatory frameworks governing the extent and use of such technologies.
Addressing mental health, Pradhan highlighted the importance of educating children about emotional well-being from an early age, organizing practical life skills training, fostering inclusive social environments to combat isolation, and reducing screen time to encourage open communication within families and communities.
Special guest Deepa Dhital, an experienced practitioner in the field of mental health, shared insights from her direct field experience. She noted that prolonged internal pain, anxiety, and fear of societal stigma often drive individuals to extreme despair and suicidal thoughts out of fear that speaking up might ruin their lives. Dhital emphasized that timely encouragement, empathetic support, and accessible pathways to simpler living can save lives. She reiterated that mental illness is not madness but a manageable condition akin to any regular illness, calling for continuous awareness programs, community-level discussions, and specialized consultations to change public mindsets.
Adding a literary flavor to the event, Bhim Lal Khanal from Thailand recited one poem and two ghazals.
The program was chaired by Om Prakash Neupane, President of Sahitya Man Thailand, and conducted by the organization’s secretary, Deepa Rana.

Kathmandu, Nepal — The Ministry of Home Affairs has directed security agencies to recall all security personnel deployed in violation of official working procedures to their designated base units within seven days.
The directive targets security personnel assigned to incumbent or former civil servants and VIPs who are being utilized for personal errands and domestic chores rather than authorized security duties.
According to an official public notice issued from Singha Durbar under the signature of Ministry Spokesperson and Joint Secretary Ananda Kafle, the decision was formally issued on Asoj 22, 2083 BS. The move follows persistent complaints that state security personnel—assigned as Personal Security Officers (PSOs) under the VVIP and VIP Security Management Working Procedure, 2081—were being diverted to perform non-security domestic work contrary to statutory standards.

Warning of Disciplinary Action and Public Whistleblower Hotline

The Ministry warned that any authorizing officer or official found continuing to deploy security personnel in breach of established protocols will face legal and administrative action.
To enforce the measure:

Seven-Day Recall Deadline: All security agencies must ensure that unauthorized or non-compliant personnel report back to their official post quotas (darbandi) within seven days of the order.

Dedicated Whistleblower Line: Deployed security staff and the general public have been urged to report instances of personnel being misused for domestic or unauthorized personal labor by contacting the Ministry of Home Affairs Call Centre at mobile number 9851360603.

Whistleblower Protection: The Ministry assured that the confidentiality and identity of informants lodging complaints will be strictly protected.

The move reflects the government's efforts to curb the long-standing practice among former high-ranking dignitaries and administrative officials of retaining state-funded police and armed personnel for personal conveniences.

Pattaya — Police have arrested a female suspect accused of defrauding pawn shops out of more than 5.5 million baht by pledging counterfeit gold bracelets, executing an arrest warrant issued by the Pattaya Provincial Court.
The arrest follows a sustained investigation into an orchestrated scam targeting gold traders and pawn operators across Chonburi and surrounding provinces. According to investigators, the suspect systematically presented high-grade imitation gold jewelry designed to pass visual inspections and basic authenticity checks, securing massive cash loans before the fraud was detected.

Sophisticated Counterfeits: The suspect allegedly pawned multiple gold bracelets that were heavily weighted and coated to mimic pure gold. The counterfeit items eluded initial screening, allowing her to pocket approximately 5.5 million baht across repeated transactions.

Discovery by Shop Operators: The deception was uncovered only after pawnshop staff conducted rigorous secondary melt-and-density testing, revealing that the inner cores of the bracelets consisted of base metals rather than genuine gold.

Court Warrant and Capture: Following formal complaints lodged by victimized business owners, investigators compiled evidence leading the Pattaya Provincial Court to issue an arrest warrant. Tracking teams subsequently located and apprehended the woman.

The suspect was taken into custody and transferred to investigating officers to face formal charges, including fraud and deception. Authorities are expanding their investigation to determine whether she acted alone or as part of a wider counterfeit syndication supplying fake precious metals to pawn businesses nationwide.

Bangkok, Thailand — Public health inspectors and police have uncovered another unlicensed care facility operating under abusive and unlawful conditions, intensifying nationwide scrutiny on private nursing homes across Thailand.
The latest operation follows a joint raid by officers from the Department of Health Service Support (HSS) and provincial police on an elderly care facility in Talad Khwan Subdistrict, Nonthaburi Province. Authorities intervened after a former resident alleged on a television program that patients were subjected to physical confinement, tied to beds, and forced to urinate into bottles.

Overcapacity, Missing Licenses, and Unlawful Confinement

Inspectors entering the three-story residential building discovered 81 elderly and psychiatric patients packed into communal rooms with up to 15 beds spaced tightly together.
According to official records:

Severe Overcapacity: The property was licensed to care for only 9 elderly residents, yet was holding 81 individuals—nearly nine times its authorized threshold.

Lack of Medical Authorization: The facility held no clinical license to admit or treat psychiatric patients, and lacked registered psychiatrists, licensed doctors, or specialized nursing staff on site.

Locked Doors and Confinement: External exits and bedroom doors were locked from the outside to prevent residents from leaving.

While immediate physical chains were not found on the floor during the initial walkthrough, the center’s operators conceded to using restraints, arguing that physical restrictions were deployed only to prevent residents from wandering or engaging in self-harm.

Wider Crackdown Follows Kanchanaburi Cage-Bed Scandal

The Nonthaburi raid comes immediately on the heels of another major investigation in Kanchanaburi Province, where officials probed an elder care facility over allegations of "cage beds," forced medication, and unlawful confinement. In that case, a 50-bed center was found housing approximately 100 people—mostly psychiatric patients—with barred enclosures placed over beds.
Authorities from the Ministry of Public Health and provincial police forces have confirmed that criminal proceedings are underway against the operators. Charges being examined include operating healthcare and welfare facilities without requisite permits, unlawful detention, and ill-treatment of vulnerable dependents. Officials are currently working with families and guardians to safely transfer residents to certified provincial hospitals and welfare facilities.

Bangkok, Thailand — The Thai Meteorological Department (TMD) has placed authorities and residents across the Kingdom on high alert, issuing a comprehensive weather advisory for October 9–13 forecasting severe thundershowers, gusty winds, localized hail, and isolated heavy to very heavy rainfall.
The volatile weather pattern stems from a seasonal transition: a moderate high-pressure system from China extending over upper Thailand is interacting with a monsoon trough shifting southwards, while active monsoonal winds continue to prevail over the Gulf of Thailand and the Andaman Sea.

Regional Timeline and High-Risk Zones

The impact of the weather system will unfold across multiple regions over the five-day period, with varying windows of severity:

Southern Thailand (October 9–13): The southern provinces will bear the brunt of the storm system throughout the entire duration. With heavy downpours occurring persistently over saturated ground, the region faces acute risks of sudden flash floods, hillside runoffs, and river overflows.

Bangkok and Surrounding Provinces (October 10–12): The capital along with adjacent provinces—including Nonthaburi, Pathum Thani, and Samut Prakan—falls under the warning zone starting Friday, October 10. Forecasters project intense downpours that could exacerbate existing urban waterlogging and trigger local drainage bottlenecks.

Central and Eastern Regions: Central plains and eastern provinces will see heightened precipitation and stormy weather between October 10 and 11, with isolated pockets expected to experience hail and sharp wind gusts.

Maritime Hazards and Inland Safety Advisories

In its forecast, the department highlighted substantial risks for coastal communities and maritime traffic. While general sea conditions feature moderate waves, open waters in both the Andaman Sea and the Gulf of Thailand are forecast to see waves rising well above 2 meters directly within storm cells.
The TMD has advised all mariners, ferry operators, and small fishing vessels to exercise extreme caution, keep constant track of nautical updates, and avoid venturing into stormy areas altogether.
For residents inland, disaster management officials have urged the public to inspect residential drainage, secure loose outdoor fixtures, and steer clear of large billboards, tall trees, and ungrounded structures during severe squalls. Commuters across metropolitan Bangkok and travelers in foothill zones of the South have been encouraged to plan routes carefully and stay tuned to regular meteorological bulletins as the system develops.

Severe Weather Alert: TMD Issues 5-Day Warning for Heavy Rain, Hail, and Flash Floods Across Thailand

Bangkok, Thailand — Thailand is bracing for another wave of severe weather as the Meteorological Department warns of heavy to very heavy rainfall across Bangkok, the Central, Eastern, and Southern regions from October 9 to 13. While flooding has receded in several northern and central provinces, authorities remain on high alert. The financial strain of the disaster continues to mount, with officials indicating that the final flood-relief expenditure is likely to surpass the initial 4.7 billion baht government allocation.
In corporate and cybersecurity developments, Thai Airways is facing scrutiny following dark-web intelligence reports claiming that more than 200 million records linked to the national carrier are circulating online. The allegedly exposed data includes passenger names, flight bookings, baggage handling records, and frequent-flyer profiles. However, these claims remain unverified, and authorities have not confirmed any direct security breach within the airline's core infrastructure.
Meanwhile, major investments in the Kingdom’s tourism landscape continue to move forward. Retail developer Siam Piwat has formally unveiled ICONPHUKET, a flagship 10-billion-baht retail, entertainment, and lifestyle destination slated to open in 2029. The landmark development will serve as the centerpiece of CV Group’s broader 50-billion-baht "Synthesis Ark Phuket" megaproject, spanning over 500 rai and aimed at elevating the island's luxury tourism market.
On the economic front, rising energy subsidies have pushed the Oil Fuel Fund deficit to 98.84 billion baht as of October 4, edging closer to the 100-billion-baht threshold. In response, revised fuel subsidy rates have taken effect, scaling back state support for B7 and B20 diesel while increasing levy contributions from premium unleaded petrol to stabilize the fund.
These fiscal pressures coincide with a sluggish performance in the tourism sector. Despite a recent boost in weekly foreign arrivals driven by China’s Golden Week holiday, year-to-date arrivals stood at 23.45 million through October 3—representing a 3.88 percent year-on-year decline. Corresponding tourism revenue also dropped by 2.26 percent to 1.14 trillion baht, highlighting persistent challenges in the country's economic recovery.
